I would like to do one the following:
1) Move the news ticker to the top of the page
and /or
2) Add a horizontal menu to the top of the page

Is there a way to do this WITHOUT adding a child-theme?
E.g. tweaking the header.php, etc.?

I am afraid there isn’t a way to do that without adding a child theme. You will need to create a child theme.
