    I want to allow URLs in comments and product reviews. I believe this was allowed but it seems like it is not now. I used a plugin to allow this but I was wondering if there is a setting at the Theme level.

    @bigoslesli: Yes, this option is available in the theme. By default the url is allowed. Go to Dashboard=> Appearance=> Theme Options and in Comment Options, please make sure Disable Website Field? option is unchecked.
