I would either like to be able to switch between two pieces navigation menus depending on the website is presented in full scale on computer or in a mobile phone.

Because some menu links go to external goals and specific objectives links must be mobile-adapted and some do not.
Is it possible?

Options, it can be in the mobile screen exclude one or more menu items?
example, if the screen is smaller than x px, these choices do not appear in the menu.

@Mattias: Sorry there is no option like that. The option that you are asking is more of custom site which will not be in theme. But you can hide few menu items in the mobile menu with custom css. Let me know your site URL and then menu items that you want to hide in mobile. Then I can give you custom css.
