Is there a way to change the excerpt length to the first paragraph without changing from Block Editor back to Classic? In Block it only allows for Excerpt Length in the number of words. I do see where you can edit the excerpt in Classic but not in Editor other than in # of words.

You should find the Excerpt Textarea option in Gutenberg Editor as well.
Go to => Dashboard => Edit a post => On the right sidebar you should see Excerpt Option with a Textarea to enter the excerpt text.
