Under Theme Options –> Layout Options I see the option for default layout and can choose “Content, Primary Sidebar”.

This puts the primary sidebar widget on every page.

How do I mark an individual page not to use the primary sidebar and either have no sidebar or use the optional sidebar?

For that,
Edit that particular post/page => Layout Options => Select the option of your choice and Update the page.
