@webgo82: To use a static page on Homepage. Login to your WordPress admin section. Go to Appearance => Customize => Homepage Settings .
Under Your homepage displays: Select => A static page and select a desired static page for homepage. For section scrolling you can set up anchor link inside a page and link the desired content. Let me know if you have any more theme related issues.

Go to Settings => Permalinks Under Common Settings: Select plain and click on save changes and check your link again.
