Go to => Appearance => Customize => Header Media => Check the option Enable Scroll Down on Entire Site and Publish.

This should enable the Scroll Down on every page of the site.

Yes, this is a musician’s template but all the features that you are looking for may not be available within the theme option so you may have to use some other plugins as well.
