Since the header image is used as a background the image will not be responsive on smaller screens.

However, you can try using the following CSS Code.
Go to => Appearance => Customize => Additional CSS and add the following CSS Code.

.custom-header .wrapper::before {
	background-image:none;
}
.has-header-media .custom-header-media .wp-custom-header img {
	display: block;
}
