For that,
You will need to install and activate the plugin Catch Web Tools.
Then,
Go to => Dashboard => Catch Web Tools => Webmaster Tools => Activate => Configure => Header and Footer Scripts => Insert the code in wp_head() and Save Changes.

To have the banner between the menu and the slider you will need to create a child theme and do a little bit of customization. Let mek now if you are familiar with child theme customization otherwise I suggest you to hire a customizer to get it done.

Sorry for the late reply. Are you using a child theme? You will need to use a child theme to have the banner between the menu and slider.
