You can enable or disable comment through “Settings => Discussion” further, you need to check the settings in individual page or post through Discussion box. I upgraded to version 1.1 and does not solve the problem in IE8.

– Returns to leave spaces between the banner and the menu and above.

#hgroup-wrap, #site-logo, #site-generator .site-info { padding: 0; }
and delete the following css from Custom CSS box.
#site-generator .site-info { padding: 0px 0; } /*@media screen and (min-width: 1060px) { */ /*.page #main {*/ /* padding-top: 20px;*/ /*}/* /*}*/ #hgroup-wrap, #site-logo { padding: 0; }
