In ‘Theme options – Comment Options’ I read this:
‘Comments can also be disabled on a per post/page basis when creating/editing posts/pages’

My question: have can I enable comments on a normal page (not a blogpost)? I don’t see any option for this in the page editor.

@rvaalten: Yes, You can enable in normal page too. Please follow this steps:
step 1: Go to=> Dashboard=> Select the page => Edit the page=> Discussion=> Check on Allow Comment Option.
step 2: Go to=> Appearance=> Customize=> Comment Options=>Select On WordPress Setting
