Hello,
I made a menu called ‘main’ and it has a couple of sub-menus that drop down from 2 of the top level menu items. It works fine in the primary position.
When I assign it to the footer (via Appearance>Menus>Manage Location) , the sub-menu items disappear. I stripped away the CSS temporarily and the sub-menu items did not appear in the footer, so I don’t think it’s a CSS issue.

Actually, what I’m trying to do is create a site-map in the footer that mirrors the menu link structure.
Thanks for any suggestions on how to fix this.
