video header questions

Hi. We are trying to use a video header, but are running into the obstacle of video ratio. Any tips on how to convert a video to 1200x400, or 3:1? I'm finding online converters for other sizes, but not that. Also, when (if) we figure that out, is it possible to link the video to an url when someone clicks on the video? Alice
