Unable to customize buttons embedded in blocks like Post Excerpt, etc.

Can anyone explain how I customize the buttons that are embedded within blocks like the Post Excerpt block?  I can edit individual button blocks, but there are no settings to edit the button within something like Post Excerpt or the Comment section, for example.
