top of website is black across site; one page is off center

The top of our website is black (on every page): borderpartners.org On desktop, the blog page of our website is off-center: https://borderpartners.org/news/ We use a child theme for Catch Responsive free. I've disabled every plugin, but the situation persists. Can either of these two issues be fixed? Thanks for looking into this.
