Top Navigation Menu?

Hello, Apologies if I've overlooked a thread on this particular topic, but is there a way to include a top navigation menu within the Catch Everest theme? It would be something along the lines of the 'Parents/Students/Schools/Alumni/MyCTY' links that reside in the top right corner of this site - http://cty.jhu.edu/ Thank you in advance for your help.
