Style Sheet Question

In the parent style sheet for max screen width of 990px, the width of .sidebar-primary .widget (line 3413)  changes to 50% and then for max screen width of 480px it changes back to 100% (line 3886). Is there a reason for the 50% reduction at 990px? I have successfully eliminated this in my child theme but just wonder why this behavior. Thanks!
