Smaller featured image / post thumbnails

Hello, I am wondering how I can make the featured image in a post: *200 x 200 *Left side *Text Wrap -If the image uploaded is bigger than 200x200 than it should shrink. -If the image uploaded is smaller than 200x200 it will display its original dimensions. Right now it seems fixed at 640xsomething and when I attempted to change the numbers in functions.php it did not render properly.
