Semi Transparent Backgrounds for Content

I would like to make certain sections of content, ie. featured-content have a semi transparent background. where would I code this in? I have been trying to locate the php or css file but it seems to be overridden by the GUI based appearance customizer. Any help would be greatly appreciated. Thanks in advance.
