Responsive not working

Hello, On my website rphickcox.com, the chicago pro theme is not working correctly on mobile devices. Colors/background do not show up properly. I chose dark color scheme but it seems white. If I cannot fix this problem (I am not quite sure what's wrong), I was wondering if there is a way to disable responsiveness? On >appearance>customize>theme options there is no choice for responsive design as indicated in some of the theme instruction pages. Thanks!
