Remove active links from Services (and Why Choose Us)

At the moment my question concerns Services, but I would also like to do this for Why Choose Us. On both occasions I am using Custom Content Type. If there is no link defined, I would like fort the icon/image/header not to be a link. For example; I use services to just show products with a small caption, but I don't want the user to be able to click on the products. Right now clicking scrolls all the way up to the top of the page. But I need this to work on a per-product-case, so if I do have a linked the user can click the icon/image/header, but if I don't, the element should not be active. The only place this seems to work logically is with the Hero Content; if there is no link defined, nothing is active and the user cannot click. My site is under construction and behind a password, but I hope I was as clear as possible.
