Recent Posts on Homepage are not displaying in order

I cannot get the Recents Posts on the homepage to display in the order I want when viewing on a computer (Mac PC and other computers, also using multiple browsers Chrome and Safari) yet it looks right when viewing on an iphone. They are just all over the place on the computer view. I've tried multiple post order plug-ins, changing the publish dates to control the order, cache, NOTHING works. Please HELP! Posts will be added on a regular basis, and old ones should drop off with "expired date".
