Read More link not displaying for some posts

When displaying post excerpts, I notice that the Read More... link is appended at the end of the excerpt. If the post has a Read More tag manually embedded in it, then the excerpt is cut off there, which is exactly what I expect. However, in that case, the Read More... link is not added, so it doesn't look like the post has anything more to it.
