problem with mouse/touch scroll on screens

hello, in screens 1333 and below, in some browsers (chorme win10 laptop 15inch, firefox in smartphone), we have a problem, that we cant scroll either beneath the 1st section (header-media-section) or the 2nd (#static-homepage-section) our test site: https://dev.stinpriza.org/newpant we have tried disabling all plugins. we use the pro version and have switched the sections order the only solution we found was to "enable Scroll bar", but this has 2 disadvantages: 1. theme looses aestheticly. this was solved with: body { overflow-y: hidden !important; } maybe this breaks something else? 2. we maybe loose the paralax functionality on iphones. PS the issue looks like part of: https://catchthemes.com/support-forum/topic/pages-scrolling/ but there where other issues too, and also there was no resolution for this bug thanx
