privacy policy

I am trying to add a link in footer editor section pointing to a privacy policy page I have setup. I can add the text privacy policy but when I go to add the link with the toolbar in that section it is unsuccessful. The popup screen for linking opens up but when I click on add link nothing happens. Just wondering if I am going about this the wrong way.
