Prevent every 'page' from showing on header

Hello, I need to support the adsense TOS and Privacy Policy page as per my adsense agreement but when I create a new "page" the TOS and PP page link automatically appears in the navigation bar at the top [which is not where I want it to be]. I would like to put an innocuous link to the TOS and PP page at the bottom in a footer. How do I go about this?
