Picture on Frontpage

hello I would like to display a picture in a normal "page" post on the frontpage. the problem is the picture is original size: 1'140px × 633px BUT on the website it has the size 690px × 383px. what do I need to add to Custom CSS that the file will displayed at the original full side? or which css-file or php-file I have to change? THANK YOU.
