Older Posts Link not working

Hi I am working on child theme files called newsindex.php and summaryindex.php. Those are creating different blog streams for News and Editorials. When clicking on 'Older Posts', it will always display the posts from page 1, whilst the URL displays Page 2 (and so on). For the life of me I cannot figure out what causes this.
