No changes in css code possible?

Hi there, I like to make some changes in the CSS-Code (like font-type, background-color, eg.). But if I change something in CSS-Code, nothing happened on my webpage. Any idea what I can do to fix this or what I might do wrong? Thank you in advanced for your help.
