New Version updates without plugin

Hi, I work for University of Rochester.Today I saw one of the university blog (The Green Dandelion) showing old post from 2009 on the home page slider. Home page display settings show that I have selected 'Your latest posts'. To fix this, I thought of updating it to new version. University doesn't allow me to add plugin. How do I update the new version for free without plugin?
