Need to turn off giant menu at top

Okay, I'm not sure what this is called, so I'm not sure what to turn off. I literally went through every setting I can find one by one, and nothing worked. My site has a giant menu with links to all the pages displaying over the main body of the page. I set up a test site at a different URL and this didn't happen, but on the site I want to go public I can't get rid of this menu. If someone can tell me what it's called or where the setting is, I'll turn it off. Seems like a very strange default. I appreciate any help anyone can offer. Thank you, Peter
