mobile primary sidebar at top of page

We are using Fabulous Fluid on the website iel-institute.com. Sidebar pages are behind the membership wall. On mobile devices, the menu is at the bottom of the content...requiring that users scroll all the way down to the bottom. Can we put the menu at the top of the page?
