Menus, how to customize

Hello I want to create a menu line with top level menus that are not pages, but below the top level are sub menus and they do point to a page, etc. How do I make this happen? This is our site in development: http://74.220.219.64/~stdavid7/ You will see the issue. Thanks for your assistance.
