Menu Position Slider / Featured Image

i have to ask this once again: its possible to put the menu after the header image on the pages in the settings, but its not possible to do the same at the main page with the slider? this does not make sense, the menu should always be on the same position within the whole website to be userfriendly? could you please help me, i cant figure it out, im not a php specialist :-) i put the site online for you: http://www.fraeulein-mona.at/mona/ THX!
