Making site title to stay there and menu to appear when click on toggle.

Hello , Please help me with this functionality. What I need is the , My site title to stay up there permanently , I dont want someone to click on toggle to see the site title. I want to put my primary menu under toggle , One should only be able to see primary menu if he clicks on toggle. Essentially, I want these two elements swapped around.
