lost theme editor

I had a built in theme editor as part of the Catch Everest dashboard until recently. I feel silly asking, but is its absence part of the theme update, or did I somehow disable it? I've been checking all the functions.php and disabling various plugins. http://faithlcmc.org.previewdns.com/
