Links do not open in new "tab" or "window"

I am using Catch Base Pro 4.0 with WordPress 4.9.9. The web site is https://www.sanpedro.com . None of the links I have made on this site open in a new "Tab" or Window. I have gone to "Link Options" and have checked the box for "open link in new tab" with each link. I am using the visual editor to create links. An example page can be found here Restaurants page.
