Issues saving and logging out

Recently (within the past 3-4 days) I have suddently had issues while I am editing my website. I will update either a page, or most often changing widgets or plugin settings or details, and the page or widget wont save. I will click SAVE and the wheel will spin showing its either loading, or attempting to, and then nothing happens. As soon as it starts stalling (wont save), I will try to log out and log back in, but the website wont let me log out. It says the "cannot process your request, the server appears to be busy, please try again later". After about 10 minutes, wordpress DOES let me log out. I can log back into the website, and everything is fine....until out of no where the website starts to stall again and wont let me update or log out. I have tried disabling all my plugins, and it does the same thing. Just wondering if anyone out there has any input as to weather this is a hosting issue or a WordPress admin issue.
