How to remove leave a reply box and why is footer appearing in right sidebar

Can you please advise how I can remove the leave a comment box (i don't want people to be able to leave comments at all). Also since installing the last theme update my footer has moved from the bottom of the page to the right sidebar - how can I get it back?
