How to move News Ticker or add Horizontal menu to top of page

I would like to do one the following: 1) Move the news ticker to the top of the page and /or 2) Add a horizontal menu to the top of the page Is there a way to do this WITHOUT adding a child-theme? E.g. tweaking the header.php, etc.?
