How to move featured content section lower on static home page

I have two questions regarding the featured content. I have a static homepage. However, the content of the page is below the featured content. I'd like to move the featured content below what I wrote on the static home page.  What is the CSS code for this? How do I remove the image holders above the featured category just in case I don't have images to use? I appreciate your help.
