How to create and register custom page or blog posts for Simple Catch Pro?

I want to be able to create a custom pages and blog post for my Simple Catch Pro Theme. The build in Template feature of WordPress Page Attributes does not exist any more. When I am on Add New Page --> Select Side Bar Layout and I try to click Theme Settings it sent me to: http://www.waterfordsauction.com/wp-admin/themes.php?page=simplecatch_options where the message is: "You do not have sufficient permissions to access this page." Please, can you tell me how to create custom pages and blogposts?
