How to control all the submenus under a menu displayed horizontally?

How to control all the submenus under a menu displayed horizontally? Now, its submenus are displayed vertically upon the mouse moving on a menu. When I check the "secondary menu", all menu are displayed doubly in the secondary menu and the submenu still vertically displayed, not displayed in the location of secondary menu. thanks
