How do ECT: Services and ECT: Featured Content tab works?

Hi there, I spend quite a long time trying to figure out this ECT tabs. How that works, I can't find any explanation on the instructions.Could you explain that please. There is option for archive titles e archive images. I don't get it. Thanks.
