Home page won't scroll down

On my http://theo.solutions/ site, if the browser window is not tall enough for the home page, it won't let me scroll down. If I try, it's as though something is resetting it back to the top. Using Chrome on Windows 10. Let me know if you don't see the problem, and I'll make a video showing you what I am seeing.
