Header spacing and adding borders…

I am trying to eliminate the extra spacing between the header and the body, and I can't seem to make this happen with/through the CSS. Is there something I'm missing? Maybe if you can just point me to the right CSS for this modification? Also, my client wants image borders on the left and right. I think I have this figured out, but not sure. If you know of anything there, that would be helpful, I'd appreciate any guidance.
