Header Image not showing

My intent is to have my header image display on all pages except the homepage, but now it does not display anywhere. It did at one point, but sometime while I was playing around with the settings, figuring things out, it disappeared. I've tried removing it and re-adding it, but it still doesn't show. Possibly related to this is that I don't want a page's featured image to show when you're on the page.
