Form Fields

Hello, I would like to change all of the form fields, comment blocks and any other form data background colors. I figured out the "comment" window but need them all to change. Is there an easy way to make a global change for all of the form fields? I would like the background color to be #fffcef and the hover color to be #fff. Any help would be greatly appreciated.
