Featured Content missing

These are the instructions for editing Featured Content"

Featured Content Options give you the ability to showcase your portfolio, photos, articles or services. By default, this featured content is shown with default images and texts. You can either change the image and text or disable it through “Appearance => Theme Options => Featured Content” in your WordPress Dashboard.

However, there is no "Featured Content" section in the Theme Options. Is this a Pro-only feature?
