Featured Content Keeps Showing Up on ALL pages

I have enabled the featured content to be only on my home page, yet it all of a sudden it shows up on just about every page when using every browser (even after clearing cache and deleting history). I have cleared the cache on my server as well and every page (except one or two) has the header feature and content feature image option disabled. All this happened after I upgraded. I can't have this happening, we have an email blast going out and most people use mobile to access our site and then they have to scroll down through the same featured content to get to the page they are supposed to be looking at.
